The Photonics Advanced Research Center (PARC) has been established by the president of Osaka University in July, 2007 as one of the Programs for Realization of Innovation center for fusion of Advanced Technologies by Special Coordination Funds for Promoting Science and Technology sponsored by Ministry of Education, Culture, Sports, Science and Technology, Japan (MEXT).

Photonics, succeeding the electronics that supported the 20th century is one of the key technologies that supports the science, industry, and society of the 21st century now. The key aspect of photonics is the "photon", which differs from the charged particle "electron" and can spread freely in the atmosphere, in water and can act as a gentle probe and a messenger for the human body in vivo.
